Pluvial (Surface Water) Flooding is caused when the ground is over-saturated and/or drainage systems are overflowed and the excess water cannot be absorbed or drained away. Pluvial Flooding can be caused by sustained rain or quick, heavy rainfall that cannot be absorbed fast enough.
An effective stormwater management system and expanses of green infrastructure to absorb water are mitigation methods to reduce pluvial flooding. Keeping existing stormwater infrastructure free of debris will also help prevent pluvial flooding. Businesses and homes should also be covered by flood insurance.
